At one time, the Chicago River was a huge open sewer. The river flowed into Lake Michigan which polluted people's drinking water. This became such a concern that the river was reversed and made to flow into the Illinois River. Then the Illinois River became polluted. This created a need for sewage treatment plants in Chicago and strict laws were enacted to clean the river up.
